Means the story is mostly fake but has a little truth. People use it to make things sound real even when they're lying through their teeth.
"That fight happened in the mall, B. O. A. T. S.!", said by someone who was probably in the food court.
"I saw that guy get kicked out of the bar, B. O. A. T. S.!", said by someone who was probably drunk and also in the bar.
"My ex got married to a goat, B. O. A. T. S.!", said by someone who might have a goat problem.
