A crazy need to hang out with cops or be at the OCP building. You'll either call 911 every day or sit with the cops until you're blue in the face.
My cousin calls 911 just to talk to the cops. He does it every day.
My friend spends all day at the OCP building. He even rides the elevator with RoboCop.
