Kramer’s fake name for being a rich guy. He used it to get into an apartment just so he could use the bathroom during a parade.
He told Elaine, 'I’m H. E. Pennypacker. I own factories. I give money to poor people. I also use fancy bathrooms.'
He tried to outsmart Kel Varnsen by pretending he was the real buyer.
He even had Art Vandelay come over to make it look fancy.
