A fancy way of saying 'I don't remember anything and I sure as hell don't want to remember anything.' Usually used when someone is caught in a lie and wants to make it look like they're just confused.
The mayor said, 'I have no recollection of signing that contract,' right after his wife was caught on camera stealing from the city.
The cop said, 'I have no recollection of letting that guy go,' after the guy got caught robbing a bank.
